Özet
This article examines the roles of digital skills and trust as factors facilitating e-administration and egovernment
development, and of citizens' empowerment in Poland and Türkiye. The study adopts a conceptual
approach grounded in a structured literature review, complemented by a secondary case-study analysis. The proposed
conceptual framework is based on the DigComp 3.0 model and integrates insights on the importance of trust in the
process of implementing digital public services. The analysis identified key facilitators, including the rapid development
of digital technologies in Poland and Türkiye, particularly in e-services, and their growing popularity among users. The
article highlights barriers and challenges, including the digital divide and growing cybersecurity threats, which may
hinder further progress in social innovations. Based on a comprehensive literature review, including secondary research
and reports, as well as analyses involving public e-services provided by the two countries, the article formulates policy
and educational recommendations to strengthen digital competencies and foster trust in e-government services.
