Abstract: For over a century, modern physics has operated under the assumption that probability is an intrinsic property of the universe. This paper formally challenges this ontological stance by asserting a singular, deterministic axiom: Probability is lack of information. By synthesizing Claude Shannon's Information Theory with the Hendeca-Tier Cosmic Signal Architecture (HCSA), we demonstrate that what is perceived as stochastic randomness is, in fact, a quantifiable informational gap between the observer and the 121-unit vertical mizan of the universe. We reinterpret Shannon Entropy not as a measure of inherent uncertainty, but as a metric of missing data within the 11-tier hierarchical ladder. Through the discovery of the 121/11=11 symmetry, we establish that universal determinism is recovered as the observer's informational resolution reaches the structural capacity of the cosmic architecture. This concise axiomatic declaration serves as the philosophical and mathematical foundation for the Beyond Matter series, marking the end of the probabilistic era and the beginning of a unified, deterministic signal cosmology.
