The strength functions of the elastic photoexcitation cross section and M1 strength in the nucleus 140Ce are investigated in the rotational invariant RPA using a deformed Woods-Saxon potential. The calculations of M1 transitions to excitations with Jπ; K = 1+;1 and their contribution to the sum rules indicate the existence of a spin-flip M1 resonance in the region of energies 8 - 9 MeV. The fragmentation of M1 strength can be attributed to the deformation of the mean field-potential. The agreement between calculated cross section results and the available experimental data is rather good.
