Özet

Electronic Performance Support System (EPSS) may provide various opportunities in order to minimize the money and time spent on employees’ training. EPSS is an integration of hypermedia, artificial intelligence (AI), and computer-based training. EPSS is used for different aims by the organizations, such as decision analysis, job advice and, information access. EPSS consists of information to do the job duties correctly, advice on complex tasks of the job, and improve individuals’ skills and knowledge. In this way, it may provide higher quality and higher productivity in the workplace. By feeding EPSS with the results of the relevant analysis, it is possible to automatically determine the training needs of the employees based on data. While designing EPSS, training priorities are determined according to the DIF (difficulty, importance, frequency) model, which indicates whether training is required for any given task and, if necessary, which training has priority. In order to determine this priority, difficulty, importance, and frequency ratings of job, tasks are asked of employees and used as the criteria. With the DIF model, the training needs of the employees are classified as low, medium, and high need according to their titles and job descriptions. In this study, an EPSS engine is designed to meet public employees’ training needs in Türkiye which are determined with DIF analysis. The importance of this research is designing an EPSS with the result of a training need analysis that was conducted with more than 560 thousand participants to determine the training needs of more than four million public employees. Thus, this system will let effectively communicate emerging training needs to civil servants. Also, intervening in the training activities of the organizations will enable them to save a significant amount of time and money. All civil servants will be able to follow the required training very easily and organizations will be able to manage the training in accordance with different positions through the EPSS.
