This study aims to develop a Rating Scale for Quran Education for Children Aged 4-6 (Analytical Rubric). The study group included 90 students aged 4-6 during the 2022-2023 winter term at the Directorate of Religious Affairs. Data were analyzed using IBM SPSS 26. Construct validity was determined via Exploratory Factor Analysis (EFA), supported by the Kaiser-Meyer-Olkin (KMO) measure and Bartlett's test, while reliability was evaluated using the Cronbach's Alpha coefficient. To determine the reliability of the scale, calculations were made for the entire scale using the Cronbach's Alpha coefficient. As a result of this study, the "Quran Education Rating Scale for Ages 4-6," consisting of seven subsections and 49 items covering topics such as Alifbas, "Memorization," "Knowing the Quran," "Letters," "First and Last Fourteen Letters," "Movements," "Signs," and "Med, Pronoun, Lafzatullah," was developed based on the broad scope of the units. The "Quran Education Rating Scale for Ages 4-6" is an assessment tool developed based on educators' perspectives to evaluate students' competencies in recognizing the Quran, pronouncing letters and signs correctly, understanding their functions, grouping letters by characteristics, and showing willingness to learn prayers, chapters, and the Quran itself. The validity and reliability values obtained indicate that this scale is a valid and reliable measurement tool with adequate characteristics for assessing the Quran learning levels of 4-6 year-old students. This measurement tool can also be used to assess the Quran learning levels according to the views of educators.
