Bureaucracy is in fact a phenomenon connected to the political relationship. However, under the dominant authority of the political view and the Weberian understanding included in it, it has acquired an independent appearance outside this relationship. This is a deviation. In this study, we aim to eliminate this deviation and to place bureaucracy in its proper place both conceptually and theoretically. For this, we analyze bureaucracy as a political relation from a factual perspective. But it is also true that, especially in the modern phase of the political, bureaucracy constitutes an institutional whole embedded in the political relation. A complete analysis must also include this. Again, including readings of bureaucracy from capitalist and socialist perspectives will make an additional contribution to this analysis. In conclusion, the distinction between natural government (self-government) and political government (the government of others) will reveal the true nature of the problematic of bureaucracy and show the way to overcome this problematic.
