Özet

The term Mukhtâr refers to the headman of quarter (mahalle) or village in the late Ottoman Empire. The institution of Mukhtârs from its foundation to the First World War has not been studied in detail in spite of existing adequate information and documents. As Tanzimat reforms were implemented with the proclamation of Tanzimat edict of 1839 in every sphere of the administration, the institution of Mukhtars was also reorganized; but this reform was insufficient to solve the emerging problems. Problems related to the establishment and collection of Mukhtârs' wages persisted. In order to deal with the problems of the institution of Mukhtârs, appropriate authorities' opinions and advices, which would laid the basis for reforms and regulations, were asked in country-wide, but the outbreak of the First World War prevented this initiative's success. In this paper we will evaluate for the first time provincial and sandjak authorities' claims and opinions, which reflect all the matters explicitly, but it is not possible to discuss all these opinions within the framework of this study.
