© 2019, Ankara University. All right reserved.This study aims to develop a rating scale in order to assess adult native Turkish speakers’ speaking performance on a scale from “poor” to “competent”. The study is comprised of two parts, which are the preliminary study and the main study. For the preliminary study, firstly a group of 10 field experts was formed, a draft form was prepared and index of content validity according to expert views was obtained, in conformation with theoretical form development principles. After the last revisions a rating scale is developed. In the main study, the “Speaking Skills Observation Form” designed for the preliminary study was updated as a “Speaking Skills Rating Scale”. Four field experts were consulted and ICV was calculated for the rating scale composed of two parts, which are “rating scale” and “observation form”. The Speaking Skills Rating Scale, which was given its last form using the feedback from experts, was designed as a tool, which as a part of a formative assessment, can provide the speaker feedback about their weak and strong abilities. This scale is proposed as a “reference framework” for designing similar scales in order to measure speaking skills. The scale can be used as a whole or part of it can be used individually in line with the requirements.
