Özet

Today, cities are major places of civilization and cultural development. In this framework, it is observed that urban spaces incorporate the social, cultural and political institutionalization conducive to the development of new ideologies, ideas and approaches. The role of urbanization and urban space in the development and diversification of human rights is very important. Urban spaces are the starting places not only for the development of human rights, but also the emergence of new thoughts on human rights. Social, economic, cultural and technical benefits granted to urban citizens by cities constitute the foundation of the right to the city. In this respect, urbanization and benefiting from urban opportunities are defended as a new human right. The right in question, which is called the right to the city, can be formulated as benefiting from facilities and opportunities brought by urbanization, living in urban environments and being an urban citizen. Individuals, who adopt urban-specific behaviour and respect for the environment they live in as well other individuals living in urban environments, are the subjects of the right to the city. The right to the city, which is considered within the scope of third generation human rights, continues to be debated as a new type of human right. It can be maintained that the right to the city might be the new subject of legal regulation in the course of time.
