Bu makale, klasik eserleri Vilfredo Pareto, Gaetano Mosca ve Robert Michels tarafından ortaya koyulan “Elit Teorisi”nin doğuşu üzerine odaklanmaktadır. Makale boyunca elit teorisinin doğuşuna zemin hazırlayan tarihsel koşulların yanı sıra teorinin genel kavramsal çerçevesi incelenmektedir. Elit kavramı her ne kadar belirli toplumsal imtiyazlara sahip özel bir zümreyi işaret etse de, elitleri analiz etmeye yönelik her teorik çaba, zorunlu olarak bütün bir toplumsal yapıya ve işleyişe odaklanmaktadır. Dolayısıyla elit kuramı, kitlelerin yönetimi sorunuyla ilgilidir. Konuya bu biçimde yaklaşıldığında, elit teorisi ile aynı dönemlerde gelişen kitle teorisi arasındaki paralellikler daha da belirgin hale gelmektedir. Her iki teorik yaklaşımın doğuşunu ve içeriğini hazırlayan süreç, 19. yüzyıla damgasını vuran geniş ve etkin kitle eylemleridir.
This article focuses on the birth of Elite Theory, the classic works of which established by Vilfredo Pareto, Gaetano Mosca and Robert Michels. Both general conceptual framework and the historical context that prepares the ground for the emergence of the “Elite Theory” are examined throughout the article. Even though the concept of “elite” refers a special community that has particular social privileges, all theoretical efforts to analyze elites, indispensably focuses on whole social structure and functioning. Thus, “Elite Theory” is closely related with governing of masses. This point of view makes more apparent the parallels between elite theory and the theory of masses, which was developed in the same historical periods. The process that set the birth and the content of both theoretical approaches is broad and effective mass actions of nineteenth century.
