All Rights Reserved.In this study, which aimed to determine the most important problems of Turkish National Education System and schools-districts observed by education administrators, their solution suggestions for these problems and their problem solving technique visions, 406 education administrators’ views received. In the research, designed as a descriptive research, the major problem of the Turkish National Education System, the most important problem of their schools-units, the solution proposal to this problem, the unresolved issues and the techniques used for solving the problems are asked to education administrators. It is concluded that there are many problems, as mainly the structure, legal regulations (legislation) in the Turkish National Education System, frequent changes of the curricula and examination system, instability, lack of planning, disregard of qualification (merit) in the training and assignment of education administrators and teachers, disregard and lack of teachers. Similar problems are experienced in schools-districts. It is determined that the education administrators could not solve some problems they experienced. There are solutions to the problems of education managers at national and school-district level. It is understood that education administrators focus on a few problem solving techniques such as brainstorming, fishbone, focus cluster techniques, consultation with experienced managers and legal texts while dealing with the problems. It will be advisable that the education administrator candidates must take the management training including the problem solving techniques in this scope.
