Özet

According to new public management understanding, Ministry of National Education (MONE) gives accountability of their activities in a system which keeps the financial subjects to school administrators who are at the lowest step of hierarchy by providing authority delegation in a system established on internet. Accordingly, with the purpose of developing a net based income and cost management information system for educational institutions, MONE activates Information Management System of Education Financing and Education Expenses in Turkey (TEFBIS). It is aimed by this system to determine income-cost inventories according to the source types at the level of province, township and schools, and the education expenses for the students. It is determined that there are certain problems related to TEFBIS which is used since 01/01/2011 faced by school administrators as module users. It is aimed with this study to determine the problems and views of module users' school adminstrators, the defective points of system and lighten the solving of the problems in the system. The research is carried out in qualitative research design. The required data for the research are gathered according to "diversity sampling" approach among the school administrators who are responsible directly from TEFBIS since the constitutive of system in the primary and secondary schools in townships of Çankaya, Sincan, Gölbaşi{dotless} and Yenimahalle in Ankara province, and data collected through "semi-structured interview" from the school managers who joined the research voluntarily. Data analysed by content analysis. It is inferred from the analysis that school adminstrators accept TEFBIS as an audition mechanism, they think that TEFBIS provides the control of information, the correction of the wrong data they enter into TEFBIS takes long time than they think as a result of bureaucratic processes, and they think that there are problems arising from the education financing policy of MONE. Moreover, it is inferred that content of TEFBIS provides the needs of school managers; the members of Parent Teacher Association do not deal with the incomeexpense works and processes of the schools.
