Norway is a northern European country with a population of 5.4 million, 83.42% of whom live in urban areas. Norway has the highest health expenditure per capita after the United States and Switzerland, and a significant portion of healthcare expenditure is covered by public resources. Life expectancy at birth in the country averages 82.8 years, which is longer than most European countries. In the Norwegian health system, municipalities are responsible for primary health care and long-term care services, while the state is responsible for specialized health services. It has been determined that the process related to the COVID-19 pandemic started on 23 January 2020 in Norway, and the pandemic management was carried out by the Ministry of Health and Care Services and its affiliated Norwegian Health Directorate and the Norwegian Institute of Public Health. In this study, Norway’s main indicators of health are presented comparatively, health financing and service delivery are examined, and the process and response of the health system to the pandemic in the first months of the COVID-19 pandemic are compiled.
