Dünya düzeni her geçen gün değişmektedir. Bu değişime pek çok etken destek olmakla birlikte en fazla katkıyı teknoloji sağlamıştır. Teknoloji, var olan düzen içerisinde kendisine gösterilen yeri doldurmaya çalışırken aynı zamanda sistemin değişimine de ön ayak olmuştur. Sistemin çarklarından biri olarak görev üstlenen kamuda da teknoloji sayesinde geleneksel yollar izleyerek yaptığı pek çok usul ve esastan oluşan işlemlerini dijital ortama taşıma şansı elde etmiştir. Bu dijitalleşme, yöneten konumda olan modern devletle yönetilen insan unsurunun karşılaşması olarak nitelendirebileceğimiz seçimlere de yön vermiştir. Küreselleşen dünyada modern devlet, demokratik atılımlarından biri olan seçimi gerçekleştirmekte zorlanmasıyla birlikte devletler kâğıt temelli oy pusula sisteminden yavaş yavaş vazgeçerek elektronik seçime adım atmaya başlamıştır. Bu çalışmada yeni düzende kullanılmakta olan ve kullanımı farklı ülkelerde de düşünülmekte olan elektronik seçim uygulamalarından bahsedilmektedir. Bu kapsamda konu ile ilgili yapılan çalışmaların bibliyometrik analizine yer verilmekte olup elektronik seçimin yasal ve politik boyutu ile uluslararası alanda elektronik seçim uygulamalarına çalışmada değinilmektedir. Çalışmanın sonunda sonuç ve öneriler aktarılmaktadır.
The world order is changing day by day. Although many factors supported this change, technology contributed the most. Technology, while trying to fill the place shown to it in the existing order, has also pioneered the change of the system. Thanks to technology, the public sector, which acts as one of the wheels of the system, has had the chance to transfer many of its procedures and principles, which it has done by following traditional methods, to the digital environment. This digitalization has also shaped the choices that we can define as the encounter between the modern state, which is in the governing position, and the human element that is governed. In the globalizing world, as the modern state has difficulty in realizing the election, which is one of its democratic breakthroughs, states have gradually abandoned the paper-based ballot system and started to step into electronic elections. In this study, electronic election practices that are being used in the new order and which are being considered in different countries are mentioned. In this context, bibliometric analysis of the studies on the subject is included, and the legal and political dimensions of electronic election and electronic election practices in the international arena are mentioned in the study. At the end of the study, conclusions and recommendations are presented.
