Multi function phased array radars are used for ground based air surveillance, air traffic control and ship based air/sea surveillance. These radars perform search and track functions in volume of 360 degrees in azimuth and needed angle interval in elevation. Since there can be more than one target in the search volume, the problem appears to be a multi target tracking problem. In this paper, beam scheduling of phased array radars in multi-target environment, track initiation, track maintenance and track drop mechanisms are presented. Also the problems that are determined with the simulation and their solutions are given.
