Özet

In Turkey, success was not achieved to reduce the regional imbalances since the establishment of the Republic. For the reduction of intra-regional and interregional imbalances, 26 development agencies were established. The main purpose of this study is to reveal the solutions for the problems experienced by the development agencies with the stakeholders in the regions, their contributions to the region and which roads and methods should be followed in order to obtain more effective results in the regions. In the study, explanatory factor analysis was used by collecting data from the primary data sources through questionnaires. Hypothesis tests were applied in order to make a comparison between the groups examined in terms of both derived factors and questions. As a result of the study, university-agency cooperation, boards of directors and development board structures factors were found, and hypothesis tests were conducted with these factors. Based on the answers given for the two items, it was determined that there was a difference of a 0.05 significance level between the two agency groups. It was found that development agencies could not achieve the expected success due to fundamental problems such as institutional structure, lack of legislation, policy tools and funding deficiencies..
