Abstract

A paradigm shift has occurred in fight against crime thanks to the simultaneous application ofthe 'network governance' model of strategic management, which envisages the networking of stakeholders for collaboration; and the 'proactive policing approach' of security sciences, which is based on prevention before crime occurs. Over time, multi-layered and multi-actor innovative practices based on the initiation of the fight against crime before it occurs and the implementation of strategic planning with the participation of civil society and different fields of expertise have spread in many countries under the name of Local Crime Prevention Boards or Partnerships. In this study, in the context of Signal Crimes Approach, Local Crime Prevention Boards in the United Kingdom, Belgium and France, which are leading in proactive crime prevention with network governance and are among the countries that adopt a human-centered security approach, were analyzed comparatively in the administrative context. At this point, the standards and principles to which the EU member states refer in the fight against crime are also mentioned. Another aspect that makes the study unique is that, it is the first academic study in T & uuml;rkiye that presents the multi-disciplinary scientific basis in the context of Signal Crimes Approach and community safety perspective by analyzing the best practices of three selected countries in order to contribute to the ongoing studies on the development of legislative framework on the establishment of Local Crime Prevention Boards in T & uuml;rkiye.
