Abstract: The "Hubble Tension"—the persistent discrepancy between the early-universe H0 measurements by the Planck mission (approx. 67 km/s/Mpc) and late-universe local measurements by the SH0ES collaboration (approx. 73 km/s/Mpc)—stands as the most formidable crisis in modern cosmology.
Building upon the Hendeca-Tier Cosmic Signal Architecture (HCSA) established in Beyond Matter I, II, and III, this paper demonstrates that this 6-unit discrepancy is not a result of systematic error, but a deterministic manifestation of the Hierarchical Scaling Constant (HSC). We show that the transition from the 3D-dominated observable mizan to the 4D-integrated cosmic tier introduces a log-linear scaling factor of exactly 6 units (log10(10^6)).
By identifying this gap as a "dimensional gear shift" rather than a physical conflict, we provide a unified framework that validates both datasets simultaneously. This resolution marks the transition of the HCSA from a theoretical model to a universal "Master Template" capable of reconciling the most divergent observations in the history of physics.
