Chapter 28 of Agenda-21 focuses on what is called Local Agenda-21. Recognizing the democratic mandate of local authorities to improve the duality of life of their communities, Local Agenda-21 urges them to play a central role in the protection of the environment and generally to take responsibility for putting the theory of sustainable development into practice. In response to this and in an attempt to show how in practice the quality of life of a given community can be improved towards sustainability, a proposal is made herein for developing and operating a model sustainable city in Turkey based on sustainable Seattle in the USA, but with appropriate modifications to address local conditions and constraints. The city of S. Urfa in the South East Anatolia Project region is proposed as Turkey's first sustainable city. The reasons for this choice have been explained, together with the benefits of a sustainable city, how to develop and operate it, how to develop and monitor indicators of local sustainability, how to monitor human development, etc. Important related issues of the definition of sustainable development and the practical obstacles to its achievement globally have also been discussed. Based on up-to-date information and know-how, this proposal provides a framework for preparing a practical working plan of how to develop and operate a sustainable city aimed at improving the quality of life of the community in accordance with Local Agenda-21. It is hoped that relevant authorities in Turkey would consider the proposal positively for implementation, and that other local governments in Turkey would in time follow the example of S. Urfa in an attempt to improve the quality of life of their communities.
