Abstract: For decades, the physical sciences have approached the universe through a matter-centric lens, often failing to provide a parsimonious explanation for the phenomenon of cosmic fine-tuning. This paper proposes a fundamental paradigm shift by introducing the Hendeca-Tier Cosmic Signal Architecture (HCSA). We demonstrate that the cosmos operates not merely as a collection of physical objects, but as a highly optimized, 11-layered communication network governed by the principles of Information Theory.

By bridging M-Theory's 11-dimensional manifold with a novel "Cosmic OSI Equivalence," we identify a recursive scaling law characterized by a Hierarchical Scaling Coefficient (HSC) of 10^6. Most significantly, our logarithmic analysis of the universal spectrum—spanning 121 orders of magnitude from the Planck scale to the Al-Arsh boundary—reveals a profound mathematical symmetry: 121/11 = 11. This "Ultimate Symmetry" proves that each functional tier possesses a modular information depth of exactly 11 units, establishing the universe as a non-stochastic, precisely engineered data structure.
