Özet

Latin Amerika'dan Avrupa'ya, Uzak Doğu'dan ABD'ye hem sol cenahtan hem de sağdan popülist bir siyaset izleyen partilerin yükselişi, popülizm ile demokrasi arasındaki ilişkiyi bir kez daha siyasal düşüncenin en önemli tartışma konularından biri haline getirdi. Demokrasi üzerine yapılan çalışmalarda popülizm, modern demokrasinin bir hatası, sapması ve eklentisi, bu anlamda ona musallat olan bir parazit, gölge veya patoloji olarak ya da siyasetin ve demokrasinin ontolojik özü olarak, pek çok farklı şekilde tanımlanıyor. Bu makale bağlamında ise popülizm, temsili demokrasiye dışsal bir şey olarak değil, onun açmazlarına seslenen bir siyasal ideoloji olarak tanımlanacak. Popülizm, temsili demokraside iktidarın kaynağı olarak işleyen halk egemenliği ve bu egemenlik anlayışının bir uzantısı olarak halk iktidarı düşüncesi ile temsili süreçler dolayımıyla halkın depolitize edilmesi ve tekleştirilmesi, ulusa indirgenmesi ve bir öz olarak yeniden inşa edilmesi arasındaki gerilimden ve açmazdan doğan, bu anlamda liberal-temsili demokrasinin kaçınılmaz parçası olarak, onun bağrında radikal demokrasinin vücuda gelme olanağını cisimleştiren bir hayalet olarak tanımlanacak. Sözün özü, temsili demokrasinin merkezinde yer alan, halkın siyasal etkinliğini ve iktidarını cisimleştiren ve temsili demokrasiye mütemadiyen musallat olan bir hayalet. Bu bağlamda makalenin ilk bölümü popülizm ve demokrasi eleştirisini ele alan farklı yaklaşımları değerlendiriyor. İkinci bölüm ise temsil kavramının liberal demokraside, halkın inşasında ve halk iktidarının massedilmesinde oynadığı özgül role odaklanılıyor. Son bölüm de güncel siyasal kuramdan hareketle yeni bir siyasal halk kavrayışının ve radikal demokratik bir popülizmin olanaklarını soruşturuyor
The rise of the left and right-wing populist parties from Latin America to Europe, from the Far East to the USA has made the discussion of the relationship between populism and democracy one of the most important issue within political thought once again. In recent studies on democracy, populism is conceptualized either as a deviation from the modern democracy or a threat, hence, it is asserted that it can be seen a parasite, a shadow or a pathology, which constantly bothers modern democracy. On the other hand, populist logic has been defined as an ontological essence of politics against such kind of views by its supporters. In this article, populism will be defined neither as a parasite nor a deviation from modern democracy, rather, it will be argued that it is a political ideology, which appeals to the very antinomies of representative democracy. Moreover, it will be asserted that populism emerges from the very tension between the concept of popular sovereignty as the main legitimizing source of power in the representative democracy, and unification, de-politicization and reconstruction of people as historically pre-given essence (nation) by representation. This tension opens an unavoidable space of ambivalence at the very heart of liberal representative democracy, within which populism embodies the very possibility of the rise of radical democracy. In a nutshell, revising the Benjamin Arditi’s analysis of populism, it will be asserted that populism is a specter, which stays at the very center of representative democracy and constantly bothers it as the embodiment of people’s political activity/power. Hence, main the argument of the paper is that this tension between the idea of popular sovereignty and the role of representation breeds the constant “return of the repressed” as a specter in modern democracy: people’s power either in subordinated or subversive forms. The first part of the paper evaluates approaches on the relationship between populism and democracy. The second part focuses on the specific role of representation in liberal democracy, the process of constitution of people and subsumption of people’s power. The last section questions the possibilities of new political conceptualization of people, new forms of representation and radical democratic populism
