Özet:Bu araştırmanın amacı 2005'te yayınlanan ilkokul eğitim programına yansıyan neo-liberal eğitim politikalarını analiz etmektir. Bu genel amaç doğrultusunda eğitimin içeriğinde, derslerde kullanılan materyallerde, eğitim programına eklenen veya çıkarılan konularla, yöntem ve tekniklerde, değerlendirme yöntemlerinde, öne çıkardığı davranışlarda, öğretmen, öğrenci ve okul müdürünün rolünde ve veli ile ilişkilerde yaşanan değişimlerin belirlenmesi amaçlanmıştır. Araştırmada öğretmenlerin konuya ilişkin görüş ve değerlendirmelerinden yola çıkarak kapsamlı olarak çözümlenmesine yönelik betimsel tarama modeli kullanılmıştır. Nitel araştırma yöntemi kullanılarak yapılan bu araştırmada, on yedi ilkokul öğretmeniyle görüşülmüştür. Öğretmenleri seçmek için Maksimum Çeşitlilik Örneklemesi kullanılmıştır. Araştırma amacına uygun olarak görüşme soruları hazırlanmıştır. Görüşme soruları hazırlanırken 2005 yılı ilkokul eğitim programı, resmi gazete ve ilgili literatürden yararlanılmıştır. Görüşme soruları uzmanların dönütlerine göre düzenlenmiştir. Görüşme yapılmadan önce öğretmenlere araştırmayla ilgili bilgi verilmiş ve izinleri alınmıştır. Öğretmenlerinden görüşme yoluyla elde edilen veriler yazılı hale getirilmiş, amaçta belirtilen noktalara göre temalandırılarak yorumlanmıştır. Araştırmanın bulgularına göre öğretmenler 2005 ilkokul eğitim programının içeriği, derslerde kullanılan materyalleri, eğitim programa eklenen veya çıkarılan konuları, yöntem ve teknikleri, değerlendirme yöntemleri, öne çıkardığı davranışları, öğretmen, öğrenci ve okul müdürünün rolü ve veli ile ilişkilerde değişimin yaşandığı belirtmişlerdir. Neo-liberal eğitim politikaları eğitimin amaç ve içeriğini değiştirmiştir. Alt yapı eksiklikleri ve öğretmenlere yeterli hizmet içi eğitimlerinin verilmemesi dolayı programdan istenilen amaçlar tam olarak ulaşılamamıştır. Öğretmenlerin programların hazırlanmasında daha etkin olmalı ve konu, yöntem ve teknikler gibi konularda gerekli hizmet içi eğitimleri almalılar. Yöntem ve tekniklerin etkili bir şekilde uygulaması için gerekli materyaller sağlanmalıdır. Programlar hazırlanırken öğrenci seviyesine uygun konular ve kazanımlar belirlenmelidir. The aim of this study is to analyze the influence of neo-liberal education policies in 2005 primary school curriculum. In accordance with this, it is aimed to determine the changes in the content of the education, the materials used in the courses, the courses added or removed from the curriculum, the methods and techniques, the evaluation methods, the behaviors highlighted, the role of teachers, students and principals, and the relationships with the parents. In the research, descriptive survey model was used for comprehensive analysis based on teachers' opinions and evaluations. In this study which was conducted by using qualitative research method, seventeen primary school teachers were interviewed. Maximum Diversity Sampling was used to select teachers. Interview questions were prepared in accordance with the purpose of the study. 2005 primary school curriculum, official newspaper and related literature were used in preparing interview questions. Interview questions were rearranged according to expert's feedback. Before the interview, teachers were informed about the research and their permission was obtained. The data obtained from the teachers through interviews were written and interpreted according to the points indicated in the aim. According to the findings of the research, teachers stated that the content of 2005 primary school education program, the materials used in the courses, the subjects added to or removed from the education program, the methods and techniques, the evaluation methods, the behaviors they highlighted, the role of the teacher, the student and the school principal, and the relationship with the parents were changed. Neo-liberal education policies changed the purpose and content of education. Due to the lack of infrastructure and adequate in-service training for teachers the desired objectives of the program weren't fully achieved. Teachers should be more effective in preparing curriculums and receive in-service training on topics, methods and techniques. Materials should be provided for the effective application of methods and techniques. While preparing the curriculums, subjects and achievements appropriate to the student level should be determined.
