Özet:

Bu tez çalışmasının konusu, küresel alanda yaşanan dijital dönüşüm ile gündeme gelen teknolojik yeniliklerden yapay zekâ çalışmalarının, askeri sahadaki etkisidir. Çalışmada öne sürülen temel varsayım; yapay zekâ çalışmalarının, güç kullanımını dönüştürme potansiyeline sahip olduğu ve ortaya çıkan savaş anlayışında, tam otonomi tartışmalarının sürece özgün bir nitelik arz ettiğidir. Tez çalışmasının temel amacı, askeri sahada yapay zekâ kullanımının gelişimine uygulamalarının ve bu durumun neden olduğu etik ve hukuki sorunların mevcut durumuna yönelik bir durum tespiti geliştirilmesidir. Bu doğrultuda, yapay zekâya dair kavramsal çerçeve oluşturularak yapay zekâ çalışmalarının tarihçesi ele alınmıştır. Askeri sahada yapay zekâ kullanımı tarihsel olarak incelenmiş ve mevcut askeri robotik çalışmalar ve otonom silah sistemleri analiz edilmiştir. Askeri sahada yapay zekâ kullanımının neden olduğu etik ve hukuki sorunlar incelenmiştir. The subject of this thesis is the effect of artificial intelligence studies, as one of the technological innovations that have come to the agenda with the digital transformation in the global area, on the military field. The basic assumption is that “the artificial intelligence studies have the potential to transform the use of concrete power, and that the discussions of full autonomy in the emerging understanding of war are unique to the process”. The main purpose of the thesis is to develop due diligence for the current situation of the use of artificial intelligence in the military field and the problems caused by these applications. Within the scope of this research, the history of artificial intelligence studies was discussed by creating a conceptual framework. The use of artificial intelligence in the military field has been historically examined and existing military robotic studies and autonomous weapon systems have been analyzed. Ethical and legal issues caused by the use of artificial intelligence in the military field have been tackled as well.
