Özet:Tezde, genel olarak İslam hukuku, özel olarak siyaset-i şeriyye (İslami yönetim) eksenin olup müslümanların hayatındaki idare etme ve edilme hususlarında onlara güzel yolu göstermeyi hedeflemektedir. Tez, giriş ve iki bölümden oluşmaktadır. Giriş kısmında tezin konusunun önemi ve amacından, konu ile ilgili kaynakların değerlendirilmesinden, bir de konunun kapsamı ve yönteminden bahsettik. Birinci bölümde şeriatı maksatlarına ayırdık. Bu kapsamda ilk önce maksatların kavramlarını, ilk dönem kaynaklarda kullanılmasını, gelişmesini ve maksatların değişik açılardan taksimatını daha iyi anlaşılabimesi için gerekli temel tanıtılmıştır. İkinci bölümü üç kısma ayırdık. İlk önce; devletin unsurları, ikinci kısm İslam devlet teorisi ve devlet başkanının kavramsal mahiyetini, İslam'ın ilk dönemlerinde itikadi ve siyasi akımlar, fukaha ve filozoflar tarafından ne anlamda kullanıldığını, yöneticilikle ilgili hükümleri ve dinamikleri inceledik. Bu bölümün son kısmında ise, yöneticiliğin maksatlarını ele aldık. Bu kapsamda, dini koruma maksadı, dine dayalı yönetim sergileme maksadı, eşitliğin ve özgürlüğün gerçekleşmesi maksadı ve milletin siyasi birliği, bütünlüğü maksadını açıkladık. In this thesis, the general Islamic law and in particular its politics (Islamic Law) aims to demonstrate to Muslims the good ways of governance and being governed. The thesis consists of an introduction and two chapters. In the introductory part, we talked about the importance and the purposes of the thesis, then we evaluated the sources related to the research topic, the scope and method of the research is also presented. In the first chapter, we dealt with the purposes of Sharia. In this context, first of all, the concepts of the purposes, their usage in the primary sources, development and changes in terms of different aspects were introduced to better help understand the necessary basis. The second chapter is divided into three parts. The first part examined the elements of the state. The Second part dealt with the theories of the conceptual nature of the head of Islamic state, the elements of the state, belief and political movements, in the early periods of Islam the meanings used by the philosophers and "fukaha", and the rules and dynamics related to the administration. In the last part of this section, we discussed the purposes of management. In this context, we explained the purposes of religious protection, the purpose of making politics through religion in the world, the aim of realizing equality and freedom, and the purpose of political unity and integrity of the nation.
