Özet:Hızlı ve önceden öngörülemeyen değişikliklerin yaşandığı bir dönemde insan hakları ve yurttaşlık eğitimleri, artan şiddet, ırkçılık, aşırılık, yabancı düşmanlığı, ayrımcılık ve hoşgörüsüzlük gibi sorunlara karşı toplumun en güçlü savunma araçlarından biri ve aynı zamanda önleyici bir mekanizma olarak görülmektedir. Bu alanlardaki eğitimler, sosyal uyum ve sosyal adalete katkıda bulunmanın yanında, herkesin demokratik yaşama etkin bir şekilde katılmalarına ve eğitimle ilgili uygulamalara ve faaliyetlere katılarak toplumdaki haklarını ve sorumluluklarını üstlenmelerine yardımcı olmaktadır. Mehmetçik İçin Yurttaşlık Eğitimi (MİYE) Projesi, Türk toplumunun mevcut ve gelecekteki yurttaş kuşağı (gençler ve yaşlılar) konumunda olan erbaş ve erlerin, hem kendi küçük topluluklarında hem de genel olarak toplumun bütününde yurttaş olarak kendi rol ve sorumluluklarını üstlenmek için yeterince hazır ve donanımlı olmalarının sağlanmasında büyük öneme sahiptir. Bu çalışmada, Türk Silahlı Kuvvetlerinde vatani görevini yapmakta olan erbaş ve erlere yönelik olarak geliştirilen MİYE Projesi'nin hazırlık, uygulama ve sonuç boyutları ve bundan sonra yürütülecek bu tür projelere ne şekilde ışık tutacağı projede görev alan sivil akademisyenlerin görüşleri çerçevesinde incelenmiştir. Nitel araştırma yönteminin kullanıldığı bu araştırmada, Mehmetçik İçin Yurttaşlık Eğitimi Projesi kapsamında verilen eğitimlerin değerlendirilmesi için Proje'de görev alan 25 sivil akademisyenin görüşleri alınmıştır. Katılımcıların MİYE Projesinin hazırlık, uygulama ve sonuç aşamalarına ilişkin görüş ve önerileri ile ileride erbaş ve erler için gerçekleştirilecek yurttaşlık eğitimi etkinliklerine ilişkin önerilerini tespit etmek amacıyla görüşme formu hazırlanmış, toplanan veriler içerik analizi yöntemiyle değerlendirilmiştir. Araştırma sonuçlarına göre katılımcıların tamamı, genel olarak MİYE Projesi'nin hazırlık, uygulama ve sonuç aşamalarının başarıyla tamamlandığını düşünmektedirler. Projenin hazırlık aşamasında, proje sürecinde yer alan uzmanların hem sayısal olarak hem de nitelik olarak yeterli olduğu ve projedeki eğitim filmlerinin senaryolarının, akademisyenler ile senaryo ekibi tarafından ortak bir çalışma sonucunda, eğitimin amaç ve hedefleri doğrultusunda ve hedef kitleye uygun olarak hazırlandığı tespit edilmiştir. Eğitim videolarının çekim sürecine bazı akademisyenler bizzat katılmış, bazıları deneme çekimleri üzerinden görüş bildirmiştir. Ayrıca eğitim videolarının son hali akademisyenler tarafından izlenmiş ve yapılan geri bildirimler doğrultusunda gerektiğinde yeniden çekimler ve seslendirmeler yapılmış, uygun olmayan ve hatalı görüntüler çıkarılmıştır. Araştırmada, proje'nin içeriğini oluşturan eğitim programlarının, sosyal çevrede ortaya çıkan gerçek sorunları (kadına yönelik şiddet sorunu, eğitim sorunları, kadının istihdam sorunu, çocuk haklarının ihlali sorunu, çevre kirliliği sorunu, ev kazaları sorunu, yolsuzluk ve israf sorunları vb. gibi) içerdiği sonucuna ulaşılmıştır. Eğitim programlarının Mehmetçiğe verilmesinde uygulanacak öğretim yöntemi belirlenirken hedef kitle analiz edilmiş ve analiz sonuçlarına göre öğretim yönteminin uygulanmasına karar verilmiştir. Proje kapsamında geliştirilen ölçme değerlendirme araçlarıyla toplanan nicel ve nitel veriler eğitimin amacına ulaştığını ve farkındalık yarattığını göstermiştir. Ancak, Türk Silahlı Kuvvetleri tarafından, MİYE projesi kapsamındaki eğitimlerin uygulanmasından elde edilen sonuçlar hakkında katılımcıların çoğu bilgilendirilmemiştir. Ayrıca, eğitim düzeyleri, sosyo-ekonomik düzeyleri, çalışma ve medeni durumları çeşitlilik gösteren, toplumun farklı katmanlarından gelen ve dolayısıyla çok farklı görüşlere sahip gençleri böyle bir projeyle bir araya getirmenin büyük bir başarı olduğuna inanmaktadırlar. Katılımcılar, kaynakların MİYE Projesi'ni yaygınlaştırmak için kullanılmasını ve alan uzmanlarından destek alınarak mevcut projenin eksikliklerinin tespit edilmesini ve ihtiyaç analizine dayandırılarak devam etmesini önermektedir. Ayrıca, Mehmetçik için sosyal hayat için gerekli olan pratik temel bilgi ve becerileri içeren, ortak değerleri öğreten, uygulama eğitimlerini öngören, zihniyet ve kültür dönüşümü gözlemlenebilecek daha kapsamlı ve uzun projeler geliştirilmesi de öneri olarak sunulmuştur. In a period of rapid and unpredictable change, human rights and civic education are seen as one of the strongest defense tools of the community and at the same time a preventive mechanism against the problems of increasing violence, racism, extremism, xenophobia, discrimination and intolerance.In addition to contributing to social cohesion and social justice, these trainings also help everyone participate effectively in democratic life and undertake the rights and responsibilities of society by participating in education-related practices and activities. The Civic Training For Mehmetçik (Conscripts) Project has a great precaution in providing conscripts which are Turkish society's present and future citizen-era (young people and old people) to be sufficiently prepared and equipped to undertake their roles and responsibilities both in their own small communities and in society as a whole. In this study, how effective is the The Civic Training For Mehmetçik (Conscripts) project which was developed for the conscripts who are performing the civilian duty in Turkish military, in preparation, implementation and outcome dimension and how it will illuminate such projects to be carried out in the future are examined within the framework of the views of the civilian academicians involved in the project. In this research using qualitative research method, opinions of 25 civil academicians who took part in the project were evaluated for the evaluation of the training given within the scope of The Civic Training For Mehmetçik (Conscripts). An interview form was prepared to determine the opinions and proposals of the participants on the preparation, implementation and outcome stages of The Civic Training For Mehmetçik (Conscripts) Project and also the proposals for civic education activities to be held in the future for rankers and privates and the collected data were evaluated by means of content analysis method. According to the results of the research, all of the participants think that the preparation, implementation and conclusion stages of The Civic Training For Mehmetçik (Conscripts) project in general have been successfully completed. It has been determined that the experts involved in the project process are both quantitative and qualitative in the preparation phase of the project and that the scenarios of the educational films in the project have been prepared by the academicians and the scenario team in a joint study in accordance with the aims and objectives of the training and in accordance with the target group. In the shooting process of the training videos, some academicians personally participated and some of them gave opinions through trial shots. In addition, the latest version of the training videos were also watched by the academicians and in accordance with the feedbacks, when necessary, re-shootings and voices were made again and inappropriate images and incorrect images were removed. The research has reached the conclusion that the educational programs that make up the project involve real problems such as violence against women, education problems, women's employment problem, violation of children's rights, environmental pollution problem, domestic accidents problem, corruption and waste problems in the social environment. The target group was analyzed when the teaching methods to be applied to Mehmetçik were determined and it was decided to implement the teaching method according to the analysis results. The quantitative and qualitative data gathered with the measurement evaluation tools developed within the scope of the project showed that they reached the purpose of education and created awareness. However, most of the participants were not informed by the Turkish Armed Forces about the results obtained from the implementation of the trainings under MIYE Project. They also believe that it is a great success to bring together young people from different layers of society who have varying levels of education, socio-economic status, working and marital status, and therefore have very different opinions, with such a project. Participants are encouraged to use resources to disseminate The Civic Training For Mehmetçik (Conscripts) and to identify the deficiencies of the current project by taking support of field experts and continue the project based on need analysis. It is also presented as a recommendation that more comprehensive and long-term projects which include practical basic knowledge and skills necessary for social life, teach common values, envisage implementation education and monitor mentality and cultural transformation, should be developed.
