Özet:

Bu çalışmanın temel amacı Foucault ile Hardt ve Negri'nin politik düşüncesindeki benzerlik ve farklılıkların biyo-iktidar ve biyo-politika kavramları takip edilerek gösterilmesidir. Foucault'nun sisteminde birlikte işleyen iki mekanizma olarak ele alınan biyo-iktidar ve biyo-politika kavramlarının iktidar çözümlemesinde yarattığı farklılıklar ortaya konacaktır. Bu kavram ikilisi ayrıca üretim ilişkileriyle bağlantısında ve liberalizm kavramıyla birlikte ele alınacaktır. Sonra, Hardt ve Negri aracılığıyla kavramların değişen üretim ve egemenlik ilişkileriyle birlikte günümüz politik sistemi içerisindeki konumu incelenecektir. Foucault'nun düşüncesinde bireylerin disiplinini amaçlayan biyo-iktidar kavramının ve nüfusların denetimi olarak biyo-politika kavramının Hardt ve Negri felsefesinde birbirlerinin karşıtı olarak konumlandırıldığı gösterilecektir. Üretimin değişen niteliğini ifade etmek için biyo-politik üretim kavramı kullanılırken, bu üretimi kontrol altında tutmayı ve sömürmeyi amaçlayan iktidar bir biyo-iktidar rejimine dönüşmektedir.AbstractThe principle objective of this work is to demonstrate similarities and differences in political thought of Foucault and Hardt & Negri by following the concept of bio- power and bio politics. The differences which are created in the analysis of power by the concept of bio-power and bio- politics that is as two mechanism which work together in Foucault’ system will be revealed. These concepts will also be assessed within the relations of production and the concept of liberalism. Then, through Hardt and Negri, evolving production and sovereignty relations of these concepts and the positions of these concepts in the contemporary political system will be examined. It will be shown that the concept of bio- power that aims the discipline of individuals and the concept of bio- politics as control of population in Foucault thought position as oppose to each other with that in Hardt and Negri’s thought. While the concept of biopolitical production is used to express the changing feature of production, the power that aims to control and exploit this production is transformed into a regime of bio- power.
