Özet:Gelişmiş ve gelişmekte olan ülkelerde yaşanan ekonomik ve siyasi gelişmelerin etkisiyle sosyal güvenlik önemini daha da arttırmaktadır. Nüfusun yaşlanması, geleneksel aile yapısında meydana gelen değişiklikler, işgücü piyasalarında ve sosyal güvenlik sistemlerinde yaşanan güvencesizleşme yönündeki dönüşüm ve artmakta olan işsizlik oranları, dünyada ve Türkiye'de sosyal güvenlik sistemlerinin finansal sürdürülebilirliği tartışmalarını gündeme getirmiştir. Bu çalışma, refah devletlerinin krizi ve dönüşümü kapsamında gündeme gelen teşvik uygulamalarının Türkiye'de kayıtlı istihdamı artırma ve sosyal güvenlik sisteminin finansal sürdürülebilirliği üzerindeki etkilerini değerlendirmeyi amaçlamaktadır. Bu çalışmada aktif işgücü piyasası politikaları arasında kendisine yer bulan ücret ve istihdam sübvansiyonlarının OECD ülkelerindeki görünümüne yer verildikten sonra, 2015/01. – 2018/11. döneminde Türkiye'de uygulanmış sosyal güvenlik prim teşviklerinden yararlanan sigortalı sayıları ve teşviklerin maliyetine ilişkin Sosyal Güvenlik Kurumu'ndan temin edilen ham veriler derlenerek, betimleyici istatistikler sunulmuştur. Son olarak, ücret ve istihdam sübvansiyonlarının etkinliğinin artırılması için çeşitli öneri ve değerlendirmelerde bulunulmuştur The impact of economic and political developments in developed and developing countries increases the importance of social security. Population aging, changes occurring in the traditional family structure, labor markets and social transformation that experienced vulnerable employment in the direction of the security system and growing unemployment rates, the financial sustainability of social security systems in the world and has brought Turkey to discuss the agenda. This study aims to evaluate the effects of the incentive practices that have come up within the scope of the crisis and the transformation of welfare states on increasing the formal employment and the financial sustainability of the social security system in Turkey. In this study, after considering the wage and employment subsidies in OECD countries, which are among the active labor market policies, raw data regarding the number of the insured who benefitted from the social security premium incentives in Turkey in the 2015/01. - 2018/11. period and the cost of the mentioned incentives which are obtained from the Social Security Institution was organized, and descriptive statistics were presented. Finally, various proposals and assessments have been made to increase the effectiveness of wage and employment subsidies.
