Özet:1970'li yıllarda bazı CHP'li belediye başkanlarının öncülüğünde gelişen Toplumcu Belediyecilik hareketi, Türkiye'de ilk kez görülen bir yerel yönetim anlayışını ortaya koymuştur. Toplumcu belediyeciliğin kökenlerinin 19. Yüzyılda Avrupa'da gelişen belediye sosyalizmi akımı ve Paris Komünü gibi olaylarla ilişkili olmasının yanısıra, 70'li yıllarda Dünya ve Türkiye'deki siyasal ortam ile Türkiye'nin kendine özgü koşulları da bu hareketin gelişiminde etkili olmuştur. Bununla birlikte, 19. Yüzyılda doğup 20. Yüzyılda olgunlaşan planlama ve mimarlık odaklı modern şehircilik anlayışının da toplumcu belediyecilikle yakından ilişkili olduğu, bir başka deyişle modern şehircilik anlayışının toplumcu belediyecilikte önemli bir rolü olduğu bu tezin en temel iddiasıdır. Tez kapsamında toplumcu belediyeciliğin en önemli örneklerinden biri olan Ankara'daki 1973-1980 dönemi belediyeciliği üzerinden gidilerek bu ilişkinin/rolün farklı boyutları somut örneklerle ortaya konulmaya çalışılmıştır. Socialist Municipalism movement, developed under the leadership of some mayors from CHP (the Republican People's Party) in the 1970s, demonstrated such a local management concept for the first time in Turkey. As well as the origins of the socialist municipalism is associated with the developing municipal socialism movement in 19th century and the events such as the Paris Commune; Turkey's unique conditions and the political environment in the world and in Turkey in the 70s have also been influential in the development of this movement. In addition to this, the most important claim of this thesis is that the modern urbanism approach focused on planning and architecture, which was born in the 19th century and matured in the 20th century, is also closely related with the socialist municipalism movement, in other words, the understanding of modern urbanism has an important role in the socialist municipalism. Within the scope of the thesis, the different dimensions of this relationship / role were tried to be presented with concrete examples based on the municipalism in Ankara through 1973-1980 period, which is one of the most important examples of socialist municipalism.
