Özet:

“Rus Dış Politikasında Ukrayna (1991-2014)” başlıklı tez çalışması, SSCB’nindağılmasının ardından iki bağımsız dış politika aktörü olarak uluslararası alanakatılan RF ile Ukrayna arasındaki siyasi ilişkileri incelemektedir. Çalışmanın temelsorunsalı SSCB’nin ardından RF ile Ukrayna’nın arasındaki ilişkilerin hangi iç ve dışetmenler çerçevesinde oluştuğudur. Çalışmada RF-Ukrayna ilişkilerinin yönünübelirlemede Moskova’nın siyasi, ekonomik ve askeri güç kapasitesi bakımından dahagüçlü olduğu varsayımından hareket edilmektedir. Buna uygun olarak çalışmada ilkolarak Rus dış politikasını belirleyen iç etmenler ile dış politika yapımını veuygulamasını etkileyen dış etmenler irdelenmektedir. RF’nin dış politikadaönceliğinin Bağımsız Devletler Topluluğu (BDT) entegrasyonu olduğununbelirtilmesi üzerine SSCB’nin dağılmasından bu yana BDT entegrasyonuçerçevesindeki girişimler ve hayata geçirilen ekonomik ve askeri yapılanmalaraçıklanmıştır. Son olarak RF’nin gerek dış politikasının oluşturulmasında gerekse deUkrayna ile ilişkilerinde uluslararası gelişmeler belirleyici önemde olduğundan, baştaAB ve NATO genişlemesi olmak üzere öne çıkan uluslararası konjonktürelgelişmeler ele alınmıştır. Tüm bu unsurlar ışığında RF-Ukrayna ilişkileri dönemselolarak (1991-1999; 2000-2008; 2008-2014 yılları arasında) iki devlet arasındakitemel konular çerçevesinde incelenmiştir.AbstractThe thesis entitled “Ukraine in Russian Foreign Policy (1991-2014)” evaluates thebilateral relations of the Russian Federation and Ukraine after the two appeared asindependent foreign policy actors on the international arena subsequent to thedissolution of the USSR. The main research question of the study dissects andexplores the internal and external dynamics which have come to shape the bilateralrelations of the two actors at hand, starting with the hypothesis that the main actor tohave driven the relationshiphas been the Russian Federation by way of its political,economic and military capabilities. In order to test this assumption, the study beginswith an in-depth examination of the internal and external factors that have come toaffect the Russian Federation’s foreign policy-making. In this vein, considering thatit has been emphasized as the main foreign policy aim of Russia, the economic andmilitary integration of the Commonwealth of Independent States (CIS) also occupiesa central place in this study. Moreover, Russian foreign policy towards Ukraine andthe overall bilateral relations between the two countries has also been affected byexternal dynamics such as EU and NATO enlargements. By including such externalinternational developments within the scope of its analysis, the study seeks toinvestigate the effects thereof on Russian-Ukrainianbilateral relations. In light of themost significant factors that have come to constitute the overall form of Russia-Ukraine relations, this study examinesthe course of their development within thecontext of the primary parameters emergingduring the periods of 1991-1999, 2000-2008 and 2008-2015.
