Özet:Çağdaş dünyada, yönetim ve denetim anlayışında yaşanmakta olan köklü değişim küreselleşme süreci ile tüm dünya devletlerini ve yönetimlerini derinden etkilemektedir. Bu süreçte devletlerin yapıları ve işlevleri de önemli ölçüde değişmektedir. Dünyamızda yaşanan bu baş döndürücü değişim toplumsal yaşamın her alanında olduğu gibi Türk kamu yönetimi üzerinde de yapısal etkilerde bulunmaktadır. Kamu yönetimimizin en önemli unsurlarından olan denetim fonksiyonu da ciddi anlamda dönüşmeye başlamıştır. Bu süreçte Türk kamu yönetiminde geçerli olan ve süregelen, mevzuata uygunluk denetimi olarak tanımlayabileceğimiz denetim yöntemi, yerini performans denetimine ve denetimde rehberlik yapma uygulamalarına bırakmaya başlamıştır.Bu tez çalışması, yönetim ve denetim olgusunu, özellikle kamu yönetiminde denetim olgusunu konu edinmiştir. Bu çalışmanın amacı Türk kamu yönetiminde denetimin yeri ve kamu denetiminin değişim sürecinin ortaya çıkarılmasıdır. Bu doğrultuda da denetimin durumu, denetimin etiği, denetim sistemleri ve değişen koşullar karsısında rolü, farklılaşan yönetim anlayışının denetim üzerindeki etkileri belirlenmeye çalışılmıştır.Türk kamu yönetimi sisteminde yönetimin en önemli işlevlerinden biri olan denetim işlevinin dönüşümünün inceleneceği bu çalışmanın temel sorusu ülkemizde daha önce mevzuata uygunluk denetimi olarak nitelendirilen denetimin yerini performans denetimine ve denetimde rehberliğe bırakıp bırakmadığıdır.Kamu yönetiminde yapılan reformlar çerçevesinde “denetim” mekanizmaları yeniden yapılandırılmaktadır. Ayrıca teftiş ve denetim kurullarının takip ettikleri denetim usullerinde de ciddi anlamda değişiklikler olmaya başlamıştır. Kamu yönetimimizde başlayan bu değişim “denetimin dönüşümü” olgusu üzerinden tartışılmıştır. Yaşanmakta olan bu değişimi büyük bir tarihsel geleneği ve tecrübeyi kendisinde barındıran Mülkiye Teftiş Kurulu uygulamalarıyla örneklendirmek, olduğumuzu ve olmamız gerekenlerimizi tartışmak suretiyle uygulayıcılara ve kuramcılara ışık tutmak bu tezin en önemli hedefi olmuştur.AbstractIn the modern world, the fundamental change being experienced in the understanding of administration and inspection is influencing all the states and their administration in the whole world with the process of globalization. In this process, the structures and functions of states are changing on a vast scale. This revolutionary transformation in the world has structural impacts on Turkish public administration as well as it has on all the fields of the societal life. The function of inspection, which is one of the major problems of public administration, has also started to change in a great amount. In this process, the inspection administration, which can be defined as inspection with regard to appropriateness to the regulation valid in Turkish public administration and continuing for long, has left its place to the performance management and applications of guidance in inspection.This thesis is intended to study the subjects of administration and inspection phenomena, especially the phenomenon of inspection in public administration. This study aims to find out the place of inspection in Turkish public administration and the process of transformation of inspection. For this aim, the state of inspection, the ethic of inspection, inspection systems and their roles against the changing conditions, and the effects of the changing understanding of administration in inspection have been indicated in this study.The basic question of this study, in which the transformation of the function of inspection is going to be analyzed, is that whether the inspection administration, which can be defined as inspection with regard to appropriateness to the regulation, has left its place to the performance management and inspection guidance, or not.The inspection mechanisms are being shaped again within the reformations that took place in public administration. Additionally, there have been great changes in the ways the inspection committees follow to inspect. This change started in the public administration has been discussed within the scope of “transformation of inspection”. The sole purpose of this thesis has been to exemplify the change started in our public administration within the applications of Mülkiye Teftiş Kurulu, Board of Ownership Inspectors, which has great tradition and experience in inspection, to discuss who we are, who we should be, and by this way, to shed light for the appliers and theorists.
