Özet:Bu tezin genel amacı, güvenlikleştirme kavramın çerçevesinde, Rusya'da HIV/AIDS tehdidinin güvenlik politikalarına yansıması ve bu güvenlikleştirmenin insan güvenliği kavramı açısından incelenmesidir. Bu kapsamda, Rusya Federasyunu'nda HIV/AIDS'i güvenlikleştirmesi süreci 1985'ten 2016 yılına kadar ele alınmaktadır. Rusya, HIV/AIDS'in ciddi bir hızla arttığı ülkelerden biridir. Bu nedenle bu mesele haklı olarak bir güvenlik meselesi olarak görülmektedir. Bu çalışma, HIV/AIDS ile Rusya'daki mücadele sürecini analiz ederken, bu sorunun nasıl bir devlet güvenliği sorunu olarak güvenlikleştirildiğini göstermektedir. Bu kapsamda, insan güvenliği yaklaşımının kısmi bir yere sahip olsa da, güvenlikleştirme süreci nedeniyle geri planda kaldığı gösterilmiştir. Rusya'daki güvenlikleştirmenin, sorunun insan güvenliği anlayışından çok devlet güvenliği anlayışı içinde ele alınmasına neden olduğu ortaya konmuştur. Anahtar Kelimeler: İnsan güvenliği, devlet güvenliği, güvenlikleştirme kavramı, söz edim, HIV/AIDS, Rusya The purpose of this thesis is to analyze Russian security policy towards the threat of HIV/AIDS within the framework of human security, health security and securitization theory. In this respect, the process of the securitization of HIV/AIDS in Russian Federation is studied for the period of 1985-2016. Russia has experienced one of the fastest growing rates of HIV/AIDS in the world. Therefore it was declared as a security issue. Having analyzed speeches and policy measures at the international and domestic level, as well as the understanding of HIV/AIDS as a security issue among Russian governors and their cabinets, this study shows that HIV/AIDS has been securitized by the Russian government as a state security problem. In this respect, human security approach has been less valued and as a result has small impact on the process of securitization, but at least it took a place as a part of state security. This study shows that in Russia this securitized issue is considered in the frame of state security rather than human security.
