Özet:Günümüzde yaşanan demografik, sosyal, kültürel, ekonomik ve teknolojik değişim ve gelişmeler insanların yaşam alanı olan kentlerin yapısını etkilemeye ve kentleri dönüştürmeye başlamıştır. Özellikle kentlerde nüfusun artması beraberinde altyapı, ulaşım, güvenlik, barınma, çevre, sağlık, eğitim gibi alanlarda kentsel sorunları da getirmiştir. Kentte yaratılan baskıya yönelik çözüm arayışları yeni kent modellerinin ortaya çıkmasına neden olmuştur. Akıllı kent, kentsel sorunlara ve kentsel hizmetlerin sunumunda yaşanan aksaklıklara bilgi ve iletişim teknolojileri desteğiyle çözüm üretmek, kaliteli hizmet sunumunu gerçekleştirmek amacıyla ortaya çıkan ve içinde bulunduğumuz bilgi toplumunun yaşam alanı olarak tanımlanan kent modelidir. Akıllı kent kavramının, bileşenlerinin ve uygulamalarının literatür taraması yapılarak incelendiği bu tezin amacı akıllı kent yaklaşımının Türkiye'de merkezi ve yerel düzeyde ne ölçüde benimsendiğini tespit etmek ve incelenen büyükşehir belediyeleri akıllı uygulama örnekleri dikkate alınarak Türkiye'ye ilişkin politika analizi yapmak ve önerilerde bulunmaktır. In particular, the increase in the population in cities has brought urban problems in areas such as infrastructure, transportation, security, housing, environment, health and education. The search for solutions for the urban pressure has led to the emergence of new urban models. Smart city is an urban model, which has emerged to produce solutions for urban problems and the disruptions experienced in the provision of urban services with the support of information and communication technologies as well as to provide quality service provision, and which is defined as the living space of the information society we live in. The aim of this thesis, in which the concept, components and applications of smart city is examined through literature review, is to determine to what extent the smart city approach is adopted centrally and locally in Turkey, and to perform policy analysis and make recommendations for Turkey by considering smart application examples by metropolitan municipalities examined.
