Özet:Bu çalışmayla 21. yüzyıl ABD'sinde ekonomik ve sosyal hak kavramına bakışın ortaya çıkarılması amaçlanmıştır. ABD'de ekonomik ve sosyal haklara bakışı şekillendiren kuramlar, siyasi tartışmalar, kültürel unsurlar ve tarihsel gelişmeler ele alındıktan sonra, ABD Başkanlarının konuşmaları ile toplumsal hareketler incelenmiştir. İnceleme çalışma hakkı, sağlık hakkı ve sosyal güvenlik hakkıyla sınırlandırılmıştır. Bu kapsamda, Bill Clinton, George Bush, Barack Obama ve Donald Trump'ın söz konusu haklarla ilgili konuşmaları değerlendirilmiştir. Toplumsal hareketler olarak ise "Seattle Protestoları", "Wall Street'i İşgal Et Hareketi", "Sağlık Hizmeti Bir İnsan Hakkıdır Kampanyası" ve "DACA Protestoları" ele alınmıştır. İncelenen toplumsal hareketler, ABD'de, ekonomik ve sosyal hakların gerçekleştirilmesi ve geliştirilmesine yönelik Devletin adımlar atması konusunda tabandan gelen ciddi talepler olduğunu göstermektedir. Oysa ABD Başkanlarına göre toplumsal hareketlerde ifade edilen sorunlara serbest piyasa ekonomisinin işleyişindeki aksaklıklar sebep olmaktadır. ABD Başkanları çalışma hakkı, sağlık hakkı ve sosyal güvenlik hakkı kapsamında iyileştirme olarak görülebilecek düzenlemeleri savunurken dahi insan haklarına değil, Amerikan değerlerine, ekonomik faydalara ve tüketici haklarına atıf yapmaktadır. This dissertation aims to explain the concept of economic and social rights in the 21st century USA. After discussing the theories, political debates, cultural factors, and historical developments that shape the view of economic and social rights in the USA, social movements and the speeches of the Presidents of the USA are examined. The research is restricted to the right to work, the right to health and the right to social security. In this context, Bill Clinton, George Bush, Barack Obama, and Donald Trump's speeches on these rights are reviewed. As social movements "Seattle Protests", "Occupy Wall Street Movement", "Healthcare is a Human Right Campaign" and "DACA Protests" are discussed. These social movements show that there have been serious demands of grassroots for the State to take steps towards the realization and development of economic and social rights in the United States. However, according to US Presidents, the problems expressed in social movements are caused by disruptions in the functioning of the free market economy. Even when advocating arrangements that can be seen as improvements within the scope of the right to work, the right to health and the right to social security, US Presidents refer to American values, economic benefits, and consumer rights, not human rights.
