Özet:Bu çalışmanın hedefi engellilerin gereksinimleri çerçevesinde, kütüphane tasarımı için bir çerçeve belirlemektir. Bu amaç doğrultusunda Milli Kütüphane engelliler için kütüphane tasarımını incelemek üzere seçilmiştir. Bu çalışmada öncelikle engellilik ve engelli insanlarla ilgili teorik kavramlar ele alınmıştır. Engelli insanların problemleri, onlarla ilgili eğitim, okuryazarlık ve istihdamla ilgili istatistiksel araştırmaların incelenmesiyle ortaya konulmuştur. Ayrımcılığın önemli nedenlerinden olan, engellilere karşı olumsuz bakış açıları araştırılmış ve çalışmada sunulmuştur. Kanunlar, yönetmelikler ve devlet tarafından yürütülen ilgili projeler, yasal düzenlemelerin zayıf ve güçlü yanlarını ortaya çıkartabilmek için Birleşmiş Milletler, ABD ve Avrupa Birliği ile karşılaştırırılarak irdelenmiştir. Araştırma için seçilen Milli Kütüphane binası, Almanya’da bulunan ve sundukları sistem ve tasarımları nedeniyle daha çağdaş bir anlayışa sahip olan iki kütüphane binasında yapılanların somut örnek alınmasıyla, engellilerin fiziksel erişimi açısından incelenmiştir. Ankara’da bulunan Milli Kütüphane binası “Engelliler için Erişilebilirlik” açısından detaylı bir şekilde incelenmiştir. Çalışmada, Binalarda engelliler için erişebilirlik standartları sunulmuştur. Bu standartlara göre bina içi ve çevre incelemesi yapılıp, fotoğraflarla desteklenmiştir. Bu inceleme belirtilen standartlar, kişisel gözlem ve fotoğraflarla yapılmıştır. Bu incelemenin hedefi binadaki problem ve engellileri engelleyen etkenlerin bulunmasıdır. Sonuç olarak engellilerin problemleri, binaların güçlü ve zayıf yanları, sorunları çözebilmek için değerlendirilmiştir ve sonuç ve öneriler şeklinde sunulmuştur. AbstractThis thesis study aims to set out a library design framework based on requirements of disabled people in public places. İn order to emphasize the design of suitable public places for disabled people, the National Library of Turkey is selected. İn this thesis study firstly the theoretical concepts of disability and disabled people are reviewed. The problems of disabled people are examined by researching the statistical results of education, literacy and employment of the them. Furthermore the feelings of people about disabled members of the society which are one of the important reasons of discrimination are investigated. Acts, regulations and related projects conducted by Turkey government are studied in order to find and reveal strengths and weaknesses of them and also compare with United States and European countries. In order to create a chance for comparing the library building with a standard one, two libraries located in Germany are selected which have better systems and designs for disabled people. The case study (The National Library of Turkey), which is located in Ankara is analyzed according to the concept of “Accessibility for Disabled people in public places”. The standards for the accessibility of a place for disabled people are presented in the study. According to these standards, interior and exterior parts of the building are analyzed and the photographs of these parts are presented in the study as well. This is done with respect to the mentioned standards, photographs and personal observation which to find out the problems and barriers of building. Finally in conclusion, the problems of disabled people and strengths and weaknesses of building are evaluated to create solutions in the design of the building.
