Özet:Yazının bulunmasıyla başlayan bilgi kayıt süreci, arşivlerin oluşumunu sağlamıştır. Dünyada yaşanan teknolojik gelişmeler arşiv alanına da yansımıştır. Teknolojik gelişmelerle görsel ve işitsel medya ortaya çıkmış, sonrasında görsel ve işitsel arşivler oluşmuştur. Görsel ve işitsel arşiv türlerinden biri televizyonun ortaya çıkışıyla oluşan, önceleri analog ortamda günümüzdeyse dijital ortamda bulunan, televizyon arşivleridir. Televizyon arşivleri teknolojik gelişmelerden en hızlı etkilenen arşiv türlerinden birini oluşturmaktadır. Televizyon alanında kullanılan materyallere göre arşiv politikaları değişiklik göstermektedir. Bu çalışmada; televizyon arşivleri ve politikaları, televizyon arşivleri alanında geliştirilen standartlar yazılımlar incelenmiştir. Bu kapsamda, televizyon arşivciliği "TBMM TV Örneği" üzerinde incelenmiştir. Öncelikle tez kapsamında seçilen İngiltere, A.B.D, Fransa ve Almanya olmak üzere dünyada meclis televizyonları örnekleri üzerinde durulmuştur. Sonrasında TBMM TV'nin işleyişi, TBMM TV Arşivi'ni ilgilendiren yasal düzenlemeler, TBMM TV ve TBMM TV Arşivi'nde kullanıcılara verilen arşiv hizmetleri, analog ve dijital ortamda uygulanan arşiv politikaları, uygulanan standartlar, arşivin durumu ortaya koyulmuş ve değerlendirilmiştir. Technological developments in the world are also reflected in the archive area. Audiovisual media emerged with technological developments, and then audiovisual archives were created. One of the types of audiovisual archives is television archives, which were formed with the emergence of television, previously in analogue medium and today in digital medium. Television archives are one of the archive types that are most rapidly affected by technological developments. Archive policies vary according to the materials used in the field of television. In this study; television archives and policies, standards and software developed in the field of television archives were examined. In this context, television archiving has been analyzed on "TBMM TV Example". First of all, the examples of parliamentary televisions in the world, including Britain, USA, France and Germany, which are selected within the scope of the thesis, are emphasized. After that, the operation of TBMM TV, legal regulations concerning the TBMM TV Archive, archive services provided to users in TBMM TV and TBMM TV Archive, archive policies applied in analog and digital environment, standards applied, and the status of the archive were revealed and evaluated.
