Özet:Bir ülkenin gelişmişlik seviyesi, büyük oranda o ülkenin sağlık ve eğitimgibi alanlardaki temel sosyo-ekonomik göstergeleriyle ölçülür. Hem sağlıklıinsanların olduğu bir toplumda yaşamak, hem de somut kalkınma hedeflerinigerçekleştirebilmek için sağlıklı bireylere sahip olmak şarttır. Bu anlamda, sağlıkhizmetlerinin temel hedefi, sağlıklı bir toplum oluşturmaktır. Bunun için de, sağlıkhizmetleri, toplumun bütün bireylerini kapsamalı, kolay ulaşılabilir, adil, eşit ve aynızamanda bireylerin yaşam kalitesini arttırıcı nitelikte olmalıdır.Bu çalışmanın amacı genel olarak sağlık hizmetlerinin mevcut durumunudeğerlendirerek, bu hizmetlerin yürütülüş yöntemi olan ruhsat usulünü; yine özelsağlık hizmetlerinin yürütülmesinde önem arz eden sağlık hizmeti satın almasözleşmelerini ve idarenin özel sağlık hizmetlerinden sorumluluğunu açıklamaktır.Öncellikli olarak birinci bölümde sağlık ve sağlık hizmetleri kavramlarındanbahsedilmiş ve bu hizmetler kamu hizmeti kavramı ve ilkeleri açısındanincelenmiştir. İkinci bölümde kamu hizmeti olarak sağlık hizmetlerinin yürütülüşusulü incelenmiş, kolluk ruhsatlarından farklı yönleri ve idarenin özel sağlıkhizmetlerinden sorumluluğu açıklanmıştır. Ayrıca uygulanmasına yakın dönemdebaşlanılan, sağlık hizmeti satın alma sözleşmeleri ve hukuksal nitelikleri üzerindedurulmuştur.AbstractThe level of development of a country is measured highly by some of itsbasic socio-economic aspects such as health and education. It is necessary to havehealthy individuals in order to live in a healthy society and realize thedevelopmental targets. In this context, the basic aim of health care services is toform a healthy society. For this reason, health care services must embrace everyindividual, be easily reached, fair and rehabilitating.The aim of this study is to explain the execution method of healthcareservices, which is called licence procedure and healthcare service purchaseagreements, which are important to be noticed in the execution methods ofhealthcare services, and the liability of administration from the healthcare servicesby examining the present character of healthcare services.Firstly in the first chapter, health and healthcare services as concepts werementioned and these services were analysed in terms of general public services andprinciples. In the second chapter, the execution method of healthcare services as apublic service was discussed, the differences between the licences of public servicesand armanent badges and the liability of administration arising out of privatehealthcare services were tried to enlighten. Furthermore, healthcare service purchaseagreements, which were started to be exercised in the near future and their legalcharacters were emphasized.
