Özet:Tezin konusu, planlı ekonominin başlangıcından günümüze kadar uzanan dönemde kamu yatırımları yönetiminde yaşanan değişimin incelenmesidir. Kamu yatırımlarının yönetiminde yaşanan değişim, takip edilen ekonomi politikası ile doğrudan bağlantılıdır. Tezin kapsadığı zaman dilimi, ekonomi politikası bağlamında iki döneme ayrılarak incelenebilir. Dolayısıyla, kamu yatırımları yönetimi açısından yaşanan değişim de bu dönemler itibarıyla analiz edilmiştir. Devlet Planlama Teşkilatı'nın (DPT) kuruluşu planlı ekonomiye geçişi temsil etmektedir. 1960 yılından 24 Ocak 1980 kararlarına kadar devam eden bu dönemde uygulanmış kalkınma planları aynı zamanda ekonomiyi yönetme işlevine sahiptir. Kamu yatırımları da ekonomiyi yönetme işlevinin bir parçası olarak "merkezden" ve "müstakil projeler" aracılığıyla yönetilmiştir. Benimsenen bu yönetim anlayışı, dönemin ekonomi politikası tarafından şekillendirilen planlama sistemi, örgütü ve yönteminin bir sonucu olarak değerlendirilmelidir. 24 Ocak 1980 Kararları ile ekonomi politikasında paradigma değişikliğine gidilmiş ve planlamadan vazgeçilerek serbest piyasa ekonomisine geçilmiştir. Günümüze kadar uzanan bu dönemde, bir önceki dönemde ekonomiyi yönetmek için kurulmuş olan planlama sistemi, örgütü ve yöntemi süreç içerisinde çözülmüştür. Yaşanan bu çözülmenin kamu yatırımları yönetimi açısından yansıması, kamu yatırımlarının "yerinden" ve "toplulaştırılmış projeler" eliyle yönetilmesi şeklinde kendini göstermiştir. Kamu yatırımının gerçekleştirilmesinden sorumlu yatırımcı kurumlara yetki devrini içeren bu süreç aynı zamanda DPT'nin geçirdiği değişimin farklı bir okuması olarak değerlendirilmelidir.AbstractThe main theme of this thesis is to examine the transition in the management of public investments from the beginning of the planned economy to the present day. The change in the management of public investments is directly linked to the pursued economic policy. The time covered by the thesis can be examined in two different period in the context of economic policy. Hence, the change in public investment management has been analyzed according to these periods. The establishment of State Planning Organization (SPO) represents the transition to planned economy. The development plans implemented during the planned economy period, which lasted from 1960 until the decisions of January 24, 1980, also functioned as main documents for management of economy. Public investments have also been managed through "central" and "independent projects" implementation model as a means of managing the economy. This adopted management approach should be considered as a consequence of the mentioned planning system, its organization and its methodology which shaped by the period's economic policy. Based on January 24, 1980 decisions, authorities of the period gone a paradigm shift in economic policy and quit the classic planning in favor of the free market economy. The planning system, its organization and its methodology, which established to manage the economy in the previous period, dissolved as a consequence of new approach in the economic policy. The reflection of this dissolution in the management of public investments, realized with "decentral" and "aggregated projects" implementation model. This process, involving the transfer of authority from SPO to the investor institutions responsible for the realization of the public investment, should also be regarded as a different reading of the change of SPO in time.
