Özet:ÖZET TÜRKİYE’NİN AVRUPA BİRLİĞİ’NE KATILIM SÜRECİNDE PROJE DÖNGÜSÜ YÖNETİMİ UYGULAMALARINDA KARŞILAŞILAN SORUNLAR VE ÇÖZÜM ÖNERİLERİ Öztürk, Serdar Yüksek Lisans, İşletme Bölümü Tez Danışmanı: Prof. Dr. Özlem Özkanlı Eylül 2010, 210 sayfa Bu çalışmada Türkiye’nin Avrupa Birliği’ne katılım süreci kapsamında Avrupa Birliği’nden aldığı mali yardım çerçevesinde kullanılan Proje Döngüsü Yönetiminin üç boyutunun incelenmesi amaçlanmıştır; proje döngüsü yönetiminin tanımlanması, uygulama esnasında karşılaşılan sorunların tespit edilmesi, bunların çözülmesine katkıda bulunabilecek, aynı zamanda da proje döngüsü yönetiminin diğer proje uygulamalarında kullanımını yaygınlaştırabilecek önerilerde bulunulması. Birinci bölümde, genel çerçevede bir disiplin olarak proje yönetimi tanımlanmıştır. İkinci bölümde ise Avrupa Birliği uygulamaları kapsamında, proje döngüsü yönetiminin tanımı yapılmış, aşamaları ortaya konmuş, temel felsefesi ve proje yönetimine katkıları açıklanmıştır. Üçüncü bölümde, Türkiye – Avrupa Birliği Mali İşbirliği genel hatları ile açıklanmış, 2000 – 2006 dönemi baz alınarak, bu dönemde yer alan projelerin sayısı, içeriği ve muhatapları incelenerek, proje döngüsü 210 yönetiminin bu resimde aldığı yer ve önemi ortaya konmuştur. Dördüncü ve son bölümde, Türkiye – Avrupa Birliği Mali İşbirliği kapsamındaki proje döngüsü yönetimi uygulamalarında yaşanan sorunlar tanımlanmıştır. Ardından hem bu sorunların giderilmesi, hem de Türkiye’deki diğer proje uygulamalarında etkililiğinin arttırılması amacıyla proje döngüsü yönetiminin kullanımı doğrultusunda öneriler ortaya konmuştur. ABSTRACT Problems encountered durıng the project cycle management applıcatıons ın the accessıon process of Turkey to the european unıon and proposed solutıons Öztürk, Serdar MS, Department of Management Thesis Adviser: Prof. Dr. Özlem Özkanlı September 2010, 210 pages In this study, It is aimed to analyze the three dimension of Project Cycle Management which is being used within the framework of financial assistance to Turkey from the European Union in the scope of accession process of Turkey to the EU; to define the project cycle management, to ascertain the problems encountered during applications and to make proposals which may contribute to solve these problems, at the same time may generalize the usage of project cycle management in other project implementations. In the first chapter, in general terms, project management is defined as a discipline. In the second chapter, in the scope of European Union applications project cycle management is defined, its’ stages are described and its’ main philosophy and contributions to project management are explained. In the third chapter, Turkey – European Union Financial Cooperation is explained in general terms, taking the 2000 – 2006 period as 212 a base, the projects in this period are analyzed in terms of numbers, content and beneficiaries, the place of the project cycle management in this picture and the importance of it are described. In the fourth and last chapter, the problems encountered during the project cycle management application in the Turkey – European Union financial cooperation are determined. Then proposals are made not only to contribute the solution of these problems but also to make the usage of project cycle management in other project implementations in order to improve the effectiveness of them.
