Özet:

Askeri havacılık hizmeti ülkenin bağımsızlığı için önem arz eden, devletin çekirdeğinde yer alan hizmetlerindendir. Hizmetin yürütülmesinde pek çok örgüt rol almaktadır. Bu örgütlerin tamamı kamu örgütü değildir. Kamu örgütleri ile birlikte bu alanda özel kesim de yer almaktadır. Özel kesim, savunma ürünlerinin üretiminde karşımıza çıkmaktadır. Bugün savunma ürünlerinin üretiminde askeri havacılık sanayii ve özel örgütler ile karma örgütler ön plana çıkmaktadır. Askeri havacılık hizmetine katkı sağlayan ve kamu örgütü olmayan başka örgütler de vardır. Bu örgütler kamuya yararlı dernek ve vakıflardır. Askeri havacılık hizmeti, hem kamu örgütleri hem de özel örgütler ve karma örgütlerin birlikte faaliyet yürüttüğü bir hizmettir. Hizmetin yürütülmesinde kamu kesiminin yanı sıra özel kesimin de yer alması, devletin sahipliğinde bir değişikliğe yol açmamaktadır. Askeri havacılık hizmeti devletin sahipliğinde yürütülen, çekirdek bir hizmettir. Devlet, tıpkı geçmişte olduğu gibi bugün de bu hizmetin sahibidir. Military aviation service is one of the services that are important for the independence of the country and the service is at the core of the state. Many organizations play a role in the execution of the service. Not all of these organizations are public organizations. Along with public organizations, the private sector is also involved in this field. The private sector is encountered in the production of defense products. Today, the military aviation industry and private organizations and hybrid organizations come to the fore in the production of defense products. There are other non-public organizations that contribute to the military aviation service. These organizations are publicly beneficial associations and foundations. Military aviation service is a service in which both public and private organizations and hybrid organizations operate together. The participation of the private sector as well as the public sector in the execution of the service does not cause a change in the ownership of the state. The military aviation service is a core service run under the ownership of the state. The state is the owner of this service today, just as it was in the past.
