Özet:Filistin'de 1930'lardan itibaren yükseköğretim kurumu açma girişimlerinde bulunulmuş ancak siyasal koşullar nedeniyle bu başarılamamıştır. 1970'li yıllarda ilk yükseköğretim kurumları oluşturulmaya başlanmış, böylece çocukları yurtdışında eğitim almaya zorlanan toplumun ihtiyaçlarını karşılayacak ilk kurumlar oluşturulmuştur. Ancak Filistin'de yükseköğretimin gelişimi planlı bir gelişim özelliği göstermemiştir. Bu araştırmanın genel amacı, Filistin yükseköğretim sistemindeki güncel durumu; yönetim, planlama ve finansman boyutlarında yaşanan sorunları, ülkenin karşı karşıya kaldığı siyasal sorunlar (İsrail işgali) ile bağıntılı bir şekilde incelemek ve değerlendirmektir. Yükseköğretim kurumları toplumun gelişimi, ilerlemesi ve kalkınmasında büyük bir role sahiptir. Çalışmanın Filistin'de yükseköğretim sisteminin sorunlarını ve gelişimi önündeki engelleri belirlemek ve bu konuda çözüm önerileri geliştirmek açısından literatüre ve Filistin kamu otoritelerine mütevazı bir katkı sağlayacağı düşünülmüştür. Çalışma, doküman analizi tekniğinin kullanıldığı nitel bir araştırmadır. Araştırma kapsamında Filistin yükseköğretim sistemine ilişkin mevzuat, raporlar, değerlendirmeler ve istatistikler ele alınmış ve değerlendirilmiştir. Araştırma, güncel boyutu ile 2018-2019 eğitim-öğretim yılı verileri ile sınırlıdır. Araştırma ile ulaşılan sonuçlar şöyle özetlenebilir: Filistin yükseköğretim kurumları, yükseköğretim için belirli bir kamusal politika bulunmadığı için ciddi mali zorlanma içerisindedirler. Bu mali zorlanma nedeniyle yükseköğretim kurumları eğitsel sorunluluklarını yerine getirememekte ve/veya yükseköğretimin niteliğini geliştirememektedirler. Filistin'de yükseköğretim sistemi işgücü piyasasının ihtiyaçlarını yeterli bir şekilde karşılayamamaktadır, ekonomik sektörlerin işgücüne olan ihtiyacı ile eğitim plan ve politikaları arasında bir boşluk bulunmaktadır. Filistin yükseköğretim politikası sistematik bir planlama faaliyetine konu edilmemiştir. Üniversiteler ile Yükseköğretim Bakanlığı arasında koordinasyon eksikliği bulunmaktadır. Yönetim yapıları ile yasalar yükseköğretim alanının ihtiyaçlarına yanıt vermekten uzaktır. yükseköğretimde kalite standartlarını karşılamak açısından ciddi sorunlar bulunmaktadır. Filistin yükseköğretim kurumlarında bilimsel araştırma ve nitelikli yayın eksikliği vardır. Attempts have been made to settle up higher education institutions in Palestine since the 1930s, but this has not been achieved due to political circumstances. In the 1970s, the first higher education institutions began to be established, thus establishing the first institutions to meet the needs of the society whose children were forced to study abroad. However, the development of higher education in Palestine has not shown a planned development. The overall aim of this study is to present the current situation in the Palestinian higher education system; to examine and evaluate the problems in the dimensions of management, planning and financing in relation to the political problems faced by the country (Israeli occupation). Higher education institutions play a major role in the development, progress and development of society. It is thought that this study will make a modest contribution to the literature and Palestinian public authorities in order to identify the problems and obstacles to the development of the higher education system in Palestine and to develop solutions for this issue. The study is a qualitative research using document analysis technique. Within the scope of the research, legislation, reports, evaluations and statistics related to the Palestinian higher education system were discussed and evaluated. The research is limited to the current size and data of the 2018-2019 academic year. The results of the research can be summarized as follows: Palestinian higher education institutions are in serious financial strain because there is no public policy for higher education. Because of this financial strain, higher education institutions cannot fulfill their educational problems and / or improve the quality of higher education. The higher education system in Palestine does not adequately meet the needs of the labor market, there is a gap between the labor force needs of economic sectors and education plans and policies. The laws are far from responding to the needs of the higher education field, there are serious problems in meeting the quality standards in higher education, the lack of scientific research and quality publications in Palestinian higher education institutions.
