Özet:Su kaynakları, canlı yaşamının devamı için taşıdığı önemin yanı sıra, sürdürülebilir kalkınmanın da merkezinde bulunmaktadır. Bu sebeple, günümüzde suyun kullanım alanları çeşitlenmiş; gelişen ve değişen dünyanın su kaynakları üzerinde yarattığı baskılar da artmıştır. Bunun neticesinde, su kaynaklarına erişim sorunları ile su kaynaklarında miktar ve kalite açısından yaşanan sorunlar canlı yaşamını tehdit eder hale gelmiştir. Su kaynaklarının korunması ve sürdürülebilir kullanımı çerçevesinde yönetimi için "su güvenliği" güçlü bir kavram olarak ortaya çıkmış ve giderek artan oranda devletlerin gündeminde, küresel tartışmalarda, akademik ve uluslararası çalışmalarda yer almaya başlamıştır. Bu kapsamda, çalışmada öncelikle su güvenliği kavramının ortaya çıkışı ve gelişimi irdelenmiştir. Daha sonra ise oluşturulacak politika ve uygulamaya yönelik daha spesifik sonuçlar elde edilebilmesi için nicel çalışmalar ve çeşitli su güvenliği indeksleri ortaya konulmuştur. Seçilen su güvenliği indeksi çerçevesinde, 35 ülkenin su güvenliği derecesi hesaplanmış ve hesaplama sonuçları ülkelerin mevcut durumları çerçevesinde değerlendirilmiştir. Su, hayatın pek çok alanı ve farklı sektörler için odak noktası olduğundan su güvenliğinin sağlanması için tüm ilişkili bileşenlerin nicel ve nitel çalışmalara dahil edilmesi gerekmektedir. Bu doğrultuda, bu çalışma ile etkin, adil ve sürdürülebilir politikalar oluşturulabilmesi için bundan sonra oluşturulacak su güvenliği indekslerine yönelik öneriler geliştirilmiştir. Çalışmaların yaygınlaştırılması, kavramın ve indekslerin geliştirilmesi ve çıktıların politika yapıcılara yol gösterici olması ise hedeflenen konular arasındadır.Anahtar Kelimeler: Su güvenliği, su yönetimi, sürdürülebilir yönetim, su güvenliği hesaplama, su güvenliği indeksleri Not only are water resources at the center of sustainable development, but they are also vital to the survival of living beings. For this reason, nowadays the areas of water usage have been diversified and the pressure exerted on water resources by the developing and changing world has increased. As a result, the problems of access to water resources and problems related to the quantity and quality of these have begun to threaten life. Water Security has emerged as a strong concept for the management of water resources and their sustainable use, and has increasingly started to take part on the agenda of states, in global debates and in academic and international studies. In this respect, the present study first set out to discuss the emergence and development of the concept of water security. After that, quantitative studies and various water safety indices were introduced to obtain more specific results with the aim of establishing a framework for policy and practice. In the framework of the selected water security index, the water security levels of 35 countries were calculated and the results of the calculations were evaluated in the light of the countries' present situations. Since water is a focal point for many areas of life and for different sectors, all relevant components need to be included in quantitative and qualitative studies to ensure water safety. As part of the present study, a set of suggestions has been developed towards the development of future water security indices to be able to create effective, fair and sustainable policies. It is hoped that the present study will pave the way for further studies, help develop the concept of water security and indices and serve as a guide for policy makers.
