Özet:İnsanlık alemi bir yüzyıl içerisinde tarifi zor sonuçlar yaratan iki büyüksavaş felaketi yaşamıştır. Savaşın yarattığı büyük yıkım ve zayiattan gelecekkuşakları korumak amacıyla geliştirilen ortak güvenlik kavramı çerçevesinde kurulanBirleşmiş Milletler Örgütü’nün temel amacı uluslararası barış ve güvenliğisağlamaktır.Birleşmiş Milletler Şartı’nda öngörülen ortak güvenlik sistemi, özellikle II.Dünya Savaşı sonrası koşulların etkisiyle işlemez hale gelmiştir. Bu nedenle ortakgüvenlik sisteminde meydana gelen boşluğu doldurmak üzere barışı korumamekanizması geliştirilmiştir. Barışı koruma kuvvetleri tarafından icra edilen BarışıDestekleme Harekâtları, akan kanın durdurulması amacıyla geçici bir tedbir olarakuygulanmaya başlanmış, zamanla Örgüt’ün devamlı ve vazgeçilmez bir siyasetihalini almıştır.Soğuk Savaş dönemi icra edilen Barışı Destekleme Harekâtları’nın kapsamıgenel olarak taraflar arası varılan bir ateşkes uygulamasının izlenmesi iken, SoğukSavaş’ın sona ermesiyle birlikte Barışı Destekleme Harekâtları’nın kapsamındagenişlemeler olmuş ve yeni görevler barışı destekleme misyonlarına eklenmiştir.Yugoslavya’yı oluşturan cumhuriyetlerden Slovenya ve Hırvatistan’ın 1991yılında bağımsızlıklarını ilan etmeleri sonrasında Bosna-Hersek’te etnik çatışmalarbaşlamıştır. Özellikle 1992 yılında Bosna-Hersek’in bağımsızlığını ilan etmesisonrası artan şiddet olayları neticesinde uluslararası toplum tarafından BirleşmişMilletler UNPROFOR (BM Koruma Görev Kuvveti) misyonu bölgedegörevlendirilmiştir.1995 yılında imzalanan ve çatışmalara son veren Dayton Barış Antlaşmasısonrası ise sırasıyla; NATO liderliğindeki Barışı Uygulama Gücü (IFOR), yineNATO liderliğindeki İstikrar Kuvveti (SFOR) ve müteakiben Avrupa Birliği (AB) liderliğindeki Avrupa Birliği Gücü (EUFOR) bölgede barış ve istikrarın sağlanmasıyönünde çaba harcamıştır.Dünyada yaşanan gelişmeler neticesinde kendi bölgesinde veya bölgesidışında meydana gelen gerginlik ve çatışmalara kayıtsız kalmayan Türkiye,sorunların çözümünde barışçıl, kalıcı ve adil yollara başvurulmasının önemineinanmaktadır.Balkanlar bölgesinde yaşanan çatışmalar ve istikrarsız ortam, bölge ile tarihive kültürel bağları olan Türkiye’yi derinden etkilemiş ve ülke kamuoyu üzerindebüyük rahatsızlık yaşatmıştır. Türkiye, Bosna-Hersek’te icra edilen BarışıDestekleme Harekâtları’nı yürüten kuvvet güçlerinin tamamına katılmıştır.Türkiye, yirmi yıla yakın süredir Bosna-Hersek’te icra edilen BarışıDestekleme Harekâtları’na iştirak ederek buradaki tüm etnik grupların barış veistikrar içerisinde yaşayabilecekleri bir ortamın oluşmasına katkıda bulunmaktadır.AbstractThe Mankind lived two big cataostrphic war which caused tough results that ishard to describe.The main purpose of the UN, with in the frame of joint security concept whichwas developed to protect the future generations from the destruction and loses whichcaused by the war, is to provide international peace and security.The UN security system failed by the effect of the conditions espeasially afterWorld War II.Because of this region, “peace keeping” mechanizm was developed to fiil thegap of the joint security system.Peace support operations executed by the Peace Keeping Forces wasimplemented with the aim of temporary solution to stop the conflicts. With in the time ithas been permanent and indispensable politics of the UN.While the Peace Support Operations executed during the Cold War periodgenerally observe the ceasfire which was reached the agreement between parties, by theend of the Cold War, the concept of the Peace Support Operations broadened and newmissions have been added to the peace support missions.After the decleration of independence of the Slovenia and Crotia in 1991, as aresult of dispersing of Yugoslavia, ethnic conflicts started in Bosnia, especially in1992, after the decleration of independence of Bosnia violance and turmoils began torise. As a result of this reason, international community assign the UNPROFOR tothe region. After the Dayton Peace Agreement signed in 1995 and stopped the conflicts,by turns IFOR, SFOR and EUFOR put an effort to establish the peace andstabilization in the region.As a result of development in the world, Turkey which is regional power in thearea and has a cultural and historical ties with the region, believes that the problemshas to be solved with permanent and peaceable ways.The conflicts and unstable situation in the Balkans affected the Turkey deeplyand its public opinion which has a cultural and historical ties with the region.Turkey has participate every Peace Support Operations which executed inBosnia.Turkey has participated to Peace Support Operations for 20 years whichexecuted in Bosnia and has contributed to every ethnic groups to live in a peaceableconditions.
