Abstract:

Administration is a dynamic process. The public administration must comply with changing conditions in order to maintain its existence. Reforms in the field of public administration have multiple causes. However, we can tell that the most important one of all these causes are crisis. Yet when we observe from Turkey‟s aspect, remarkably reform efforts are usually take place after the crisis period. For example, in Turkey after 2001 crisis, while reforms aimed at decentralization, with the impact of 2008 crisis, reforms have been implemented in the direction of centralization specifically after 2011. However, ıt can be said that the tendency of centralization that initiated in 2011, continued after the coup attempt of July 15 ,2016. As after the coup attempt of July 15,2016, crucial developments affecting public administration were experienced. The trustee organisation which has started to be implemented in both economic and administrative field is one of the main progress among these developments. This purpose of this study is to analyze the transformation of the trustee implementation both in administrative and economic field.
