Abstract:

Nowadays, the growth and effects of information and communication technologies manifests itself in every aspect of our lives. This fact affects the academic publishing process as well, which has been started via specific systems with IT infrastructure. This thesis describes how scientific publishing has been established and developped through years and which models and problems brought its fundamental values extracted from the forefront of scientific publishing like speed, transparency, reliability, accessibility and sustainability concepts. This paper also describes efforts underway to construct a Scientific Publication Content Management System (SPCMS) with Peer Review Tools (PRT) for Academic Institutions. Firstly, known Scientific Publication processes have been reviewed and online publication process was chosen as a model for developing a scientific content publication and management system. The purpose of this system is to help and develop for online-magazine (scientific manuscript) editors, referees and researchers easy to use, easy to access and easy to publish management system, which supplies publication/manuscripts archieves according to the standards of scientific publishing. The intended system will provide for its users manuscript upload, submit, accept, reject, e-mailing alerts and notifications, manuscript process tracking, referee report tools. As a result, SPCMS has been developped, for this realization used open-source platforms and libraries like: Apache web server, MySQL, PHP, Ajax, Javascript.
