The modern disaster management strategy is not post-disaster remedial
state policies; it encompasses preventive and pre-disaster holistic social relations
involving the state and civil society. In the study, Turkey’s disaster strategies will be examined in the scale of development plans around this approach,
and the disaster strategy that dominates the state will be revealed and
how and in what ways this strategy has been transformed in line with modern
disaster management policies. In this context, the necessity of understanding
the disaster management strategy as a social relationship, especially in the
climate crisis conditions, and the transformation in public administration will
be examined.
Modern afet yönetimi stratejisi, afet sonrasında giderici devlet politikalarını
değil; devlet ve sivil toplumu kapsayan önleyici ve afet öncesine yönelik bütünlüklü
toplumsal ilişkileri kapsar. Çalışmada, Türkiye’nin afet stratejileri bu
yaklaşım etrafında kalkınma planları ölçeğinde incelenerek, devlete hâkim
olan afet stratejisi ve bu stratejinin modern afet yönetimi politikaları doğrultusunda
nasıl ve hangi biçimlerde dönüştüğü ortaya konulacaktır. Bu bağlamda
da afet yönetimi stratejisinin özellikle iklim krizi koşullarında bir toplumsal
ilişki olarak kavranmasının gerekliliği ve buna yönelik kamu yönetimindeki
dönüşüm incelenecektir.
